SAN ANTONIO, TX -- (MARKET WIRE) -- July 24, 2006 -- Smart Card Marketing Systems Inc. (PINKSHEETS: SMKG) (FRANKFURT: QYH), a leading provider of prepaid cards, value smart storage cards and payment transaction management services, announced today that they have entered into an agreement with The Genesis Network to provide card fulfillment services. The Genesis Network is a consulting company that specializes in the customer relations market and their existing client base is between three thousand and seven thousand active customers in the US and Canada and most of these would be directly enrolled in the prepaid card fulfillment campaign. The agreement states that the initial order will be for fifteen thousand prepaid Canadian MasterCards® and five thousand prepaid US MasterCards®. The cards will be used within the payday loan industry in North America.

(PINKSHEETS: SMKG) (FRANKFURT: QYH), a leading loyalty provider of prepaid cards, value smart storage cards and payment transaction management services, announced today that they have signed NCSC New Card Secured Canada, Inc. to a co-brand secured Mastercard® distribution agreement. NCSC New Card Secured Canada, a Canadian based company, has signed a commitment for five thousand (5,000) co-branded Mastercard® secured cards for the Canadian market and one thousand (1,000) cards for the US market. Smart Card will benefit from the sale of the cards with a royalty on transactional based revenue generated by active cards. The total estimated value of the revenue generated by the cards, according to industry standards, will be between $225,000 and $375,000 per year ($45 to $75 per card per year).
BexarMet OKs hiring water cops
More water cops soon will be patrolling the streets of Bexar County after the board of the Bexar Metropolitan Water District voted late Wednesday to hire its own part-time corps of officers to look for those violating water restrictions. The San Antonio Water System for several years has hired five off-duty San Antonio police officers on a part-time basis to patrol for violations and to visit addresses that have landed on a water-wasters' list. After one storage tank was drained and several others were in danger of being emptied, BexarMet last week banned landscape sprinkling in several of the North Side communities it serves. Those areas beginning this week went on a once-a-week sprinkling schedule. Most of the customers in the affected areas — the subdivisions of Timberwood Park, Lookout Canyon and Stone Oak and the towns of Hollywood Park and Hill Country Village — are adhering to the restrictions, BexarMet General Manager Gil Olivares told the board.
Public Storage, Shurgard Delay Meetings
GLENDALE, Calif. (AP) - Public Storage Inc. and Shurgard San Antonio Storage building Centers Inc. on Tuesday said they have postponed their respective shareholder meetings because a regulatory review of filings related to their planned merger is not yet complete. The real estate investment trusts, focusing on the self-storage sector, have not set a new date for the meeting. The companies said the delay came because the Securities and Exchange Commission has not finished reviewing a joint proxy statement and prospectus. .
